Conwy has published the list of roads it will assess as part of a major review of the 20mph default limit. Last spring Welsh Government started a review of the 20mph limit that was introduced in Wales in September 2023, sparking a major backlash.
The government drew up fresh guidance on which roads should be ‘exception’ roads and go back to 30mph. Councils have always had the powers to use these exemptions but the government has been criticised for its previous guidance.
After the new guidance was issued councils consulted with local residents on potential changes. Conwy have now drawn up a list of roads that will be reviewed.

What happens next? Conwy council said:
Step 4: Collect data and assess sites. The data will include traffic speeds and flows and also historical road traffic collisions.
Step 5: If the assessment suggests that a speed limit change could be considered, we will consult with local residents, local members, town/community councils and the emergency services for their views.
Step 6: If a proposal for a speed limit change is deemed acceptable, then a Traffic Regulation Order (TRO) process will follow – with consultations on each order.
Step 7: Implement speed limit signage changes (where and if applicable)
