Over-70s face six driving changes and new road laws coming in 2025

Age UK, an advocate for the elderly, emphasises that awareness of these changes is vital for making informed decisions about continuing to drive. So, if you’re turning 70 next year, here’s what you need to know.

There’s increasing pressure to implement more frequent driving assessments for older drivers to ensure they remain safe on the roads. While older drivers generally avoid speed-related accidents, they are 38% more likely to be involved in crashes due to poor observation, reports the Mirror.

The Older Drivers Forum has been advocating for regular reviews to help prevent these types of accidents.

Sgt Owen Messenger from Devon and Cornwall Police has highlighted the importance of keeping older drivers on the road safely, stating: “They want to keep their driving licence for as long as possible because public transport isn’t at times as good as it could be. We want to keep them safe and driving longer but making sure they are safe on the roads. For us, it’s about making sure that they are still fit to drive.”

Meanwhile, there’s concerning news for motorists regarding car tax changes. From April 2025, Vehicle Excise Duty (VED) for petrol and diesel cars will see a significant hike, with some drivers potentially facing an increase of up to £2,745.

These first-year fees for new cars will particularly affect those with higher-emission vehicles. With the upcoming tax rates, many could see an additional £418 added to their bill, which may make car ownership less affordable.

Additionally, there’s been increased discussion around mandatory eyesight and cognitive tests for older drivers, as a road safety expert disclosed that approximately 10% of drivers over 70 have poor vision, a problem that tends to worsen with age.

An increasing number of Britons – a 65% majority, according to a YouGov survey – are voicing their support for elderly drivers aged 70 and over to undergo regular driving re-tests. The tragic death of a three year old in Edinburgh, caused by a driver with cognitive impairments, has prompted a Fatal Accident Inquiry to recommend cognitive assessments at the time of driving licence renewal, aiming to enhance road safety.

Road safety consultant and founder of the Older Drivers Forum Rob Heard shared his views with The Times: “Certainly when we get to the age of 70, rather than just ticking the box that we’re fit and healthy to drive, thinking about it and maybe going out and getting an assessment. At the age of 70, I think we should be looking at having one with every renewal.”

Heads up for senior motorists – insurance costs could be on the rise. An initiative headed by Sarah Kelly highlights the issue, noting older drivers, particularly those beyond 80, often find themselves unfairly facing steep insurance rates or outright denial of affordable options, without being presented with alternative solutions.

The financial burden this places on the elderly has raised concerns, as they typically pay more for car insurance compared to their younger counterparts, squeezing their wallets even further.
