A developer has been given the green light to increase the number of bedrooms at a ’boutique’ hotel being built on a West London carpark site from 120 to 154. Kensington and Chelsea councillors voted to allow Beaumont Properties Limited to boost the number of hotel bedrooms at the Pavilion Road location during a planning committee meeting on Tuesday night, January 7.
A council report found that increasing the number of rooms would have ‘no impact’ on the character and appearance of the surrounding area. Instead, the additional 34 bedrooms would be achieved by reconfiguring the hotel’s internal layout.
The report read: “The new bedrooms would be accommodated within the same footprint and envelope previously approved, with no subsequent impact on the character and appearance of the approved building, existing context, or adjacent Hans Town Conservation Area that immediately surrounds the site.”
It said the extra rooms would have no impact on nearby residents’ access to sunlight or daylight.

They also said the increase ‘would not materially alter’ the number of vehicles attending the site daily to service the hotel, despite objections from locals.
The report read: “In summary, the proposed material amendments would be acceptable.
“The principle of hotel expansion is supported by local policies; the proposals, by virtue of the increase in hotel bedrooms through internal reconfiguration with no external manifestations, would preserve the character and appearance of the approved building, the wider area, and the adjacent conservation area; would safeguard living conditions for neighbouring residents; would preserve the safety and operation of highways; and would achieve the highest standards of fire safety.”
Plans to demolish the carpark and replace it with a boutique hotel, a health club, retail space and a restaurant were approved by Kensington and Chelsea Council in 2020. The site holds a 1960s multi-storey carpark, which is located between Rysbrack Street, Stackhouse Street and Pavilion Road.
The car park provided 311 parking spaces over three levels of basement, six upper floor levels and a roof level. A review of planning history shows the site was originally slated to become a care facility and medical centre, but they were never built. The site had also been approved to house 24 residential units alongside retail space and a health club,b but those plans were never implemented.
